The Territoire d'Industrie program for industrial renewal in the South of France
What is it?
Launched in 2018, the Territoires d'Industrie program is a national initiative to support industry in France as a way to strengthen the industrial landscape. It has resulted in the 189 areas of the country being given the official "Territoires d’Industries” status that makes them eligible for support through the program. Thus far, €8.2 billion in public and private investment has been mobilized for the development of industrial projects across the country. Following the success of the first phase of the program (2018-2022), the second phase (2023-2027) should enable the positive momentum to be maintained and amplified.
In the South of France, eight areas have been given official Territoires d’Industrie certification:
- Aix-Marseille Provence (Bouches-du-Rhône),
- Dracénie and the Pays de Fayence (Var),
- Grasse, Cannes, and Sophia-Antipolis (Alpes-Maritimes),
- Hautes-Alpes,
- Nice Côte d’Azur metro area and the Riviera Française agglomeration (Alpes-Maritimes),
- Toulon Provence Méditerranée (Var),
- Val de Durance (Alpes de Haute-Provence)
- The Avignon area (Vaucluse)
The Région Sud, the DREETS economy and labor directorate, the ANCT territorial agency, the Banque des Territoires public investment bank, and risingSUD have joined forces to create a unique version of the national program: Sud Territoires d'Industrie. The goal is to help stakeholders and companies in the eight certified Territories d’Industrie zones in Provence-Alpes-Côte d'Azur to identify the best planning and financing solutions to meet their needs.
What are the advantages?
Today, any public- or private-sector stakeholder located in one of these territories can benefit from dedicated services to accelerate their development: project engineering, financing, preferential rates for certain support packages, and much more.
These services are designed to strengthen local industry and there are four primary objectives:
Accelerate the environmental and energy transition: green growth strategies, circular economy, resource management, decarbonization...
Creating innovation ecosystems: developing local areas of excellence and strengthening local innovation synergies.
Remove recruitment obstacles and develop industrial skills: facilitate recruitment, promote industrial professions, implement state-of-the-art training programs...
Secure land adapted to the requirements of both industry and local authorities: Zero Net Soil Artificialization, brownfield redevelopment, land acquisition tools...

- a public entity, an association, or a company
- located in one of the official Territoires d’Industrie in the South of France
- And you have an industrial development project that requires financing or structural support (regulatory requirements, real estate or land issues, sector-based consulting, market positioning, etc.).

The program also calls for the appointment of a project manager for each official Territoire d'Industrie with coordination provided by the Région Sud.
Project managers are responsible for:
- identifying and accelerating support for projects in their territory
- monitoring and updating their Territoires d'Industrie strategic plan
- communicating the program to all stakeholders and partners
To this end, all requests for support received via this platform will be submitted to the relevant Territoire d'Industrie project manager for approval.

What is it?
Every year, risingSUD organizes two special financing committees on behalf of Region Sud. These comittees are meant to connect companies active in the region’s strategic sectors with both public and private investors (banks, business angels, foundations, investment funds) so they can move ahead with major projects or expansions.
These day long events are called “CoFIs” and they include:
- A "project" sequence where leaders from companies with major projects for the region’s strategic sectors make pitches to both local and national financial backers.
- A "business" sequence where representatives of regional companies in the process of raising funds present their business plans to private investors to convince them to invest.
