I want to develop a project through the Territoire d'Industrie program

The Territoire d'Industrie program for industrial renewal in the South of France

What is it?

Launched in 2018, the Territoires d'Industrie program is a national initiative to support industry in France as a way to strengthen the industrial landscape. It has resulted in the 189 areas of the country being given the official "Territoires d’Industries” status that makes them eligible for support through the program. Thus far, €8.2 billion in public and private investment has been mobilized for the development of industrial projects across the country. Following the success of the first phase of the program (2018-2022), the second phase (2023-2027) should enable the positive momentum to be maintained and amplified.

In the South of France, eight areas have been given official Territoires d’Industrie certification:

  • Aix-Marseille Provence (Bouches-du-Rhône),
  • Dracénie and the Pays de Fayence (Var),
  • Grasse, Cannes, and Sophia-Antipolis (Alpes-Maritimes),
  • Hautes-Alpes,
  • Nice Côte d’Azur metro area and the Riviera Française agglomeration (Alpes-Maritimes),
  • Toulon Provence Méditerranée (Var),
  • Val de Durance (Alpes de Haute-Provence)
  • The Avignon area (Vaucluse)

The Région Sud, the DREETS economy and labor directorate, the ANCT territorial agency, the Banque des Territoires public investment bank, and risingSUD have joined forces to create a unique version of the national program: Sud Territoires d'Industrie. The goal is to help stakeholders and companies in the eight certified Territories d’Industrie zones in Provence-Alpes-Côte d'Azur to identify the best planning and financing solutions to meet their needs.

What are the advantages?

Today, any public- or private-sector stakeholder located in one of these territories can benefit from dedicated services to accelerate their development: project engineering, financing, preferential rates for certain support packages, and much more.

These services are designed to strengthen local industry and there are four primary objectives:

Accelerate the environmental and energy transition: green growth strategies, circular economy, resource management, decarbonization...

Creating innovation ecosystems: developing local areas of excellence and strengthening local innovation synergies.

Remove recruitment obstacles and develop industrial skills: facilitate recruitment, promote industrial professions, implement state-of-the-art training programs...

Secure land adapted to the requirements of both industry and local authorities: Zero Net Soil Artificialization, brownfield redevelopment, land acquisition tools...

I'm located in an official Territoire d’Industrie zone and want support

If you are:

  • a public entity, an association, or a company
  • located in one of the official Territoires d’Industrie in the South of France
  • And you have an industrial development project that requires financing or structural support (regulatory requirements, real estate or land issues, sector-based consulting, market positioning, etc.).

Fill in the form below with all the information you have available.

We'll get back to you within 15 days of the receipt of a complete project application.

The program also calls for the appointment of a project manager for each official Territoire d'Industrie with coordination provided by the Région Sud.

Project managers are responsible for:

  • identifying and accelerating support for projects in their territory
  • monitoring and updating their Territoires d'Industrie strategic plan
  • communicating the program to all stakeholders and partners

To this end, all requests for support received via this platform will be submitted to the relevant Territoire d'Industrie project manager for approval.

I want to accelerate a major project in a strategic sector

The Region Sud has identified eight key sectors of activity in the Provence-Alpes-Côte d'Azur region and has launched the OIR strategic sector program to give them competitive advantages and boost their innovation, growth, and job creation potential. An elected regional official and a business leader co-chair each of the eight strategic sector programs. They bring together public and private stakeholders who work together to identify and support high-impact companies and projects for the sector.

risingSUD plays a vital role in the strategic sector program and provides customized support to the selected companies and projects.

Our eight
strategic sectors

Our stratetic sector program has three objectives:

1/ Mobilize €2 billion in public-private investments

2/ Attract 500 foreign direct investment projects

3/ Create or maintain 80 000 jobs in the region

What is it?

Within the framework of the OIR strategic sector program, risingSUD's experts provide customized engineering services to strengthen all aspects of a project: legal structuring, economic modeling, business plans, etc. This expertise has already facilitated the acceleration of 162 major projects across the Provence-Alpes-Côte-d'Azur region.

Do you represent a local government, a company, or an economic stakeholder with a major project for the region that will impact one of our eight strategic sectors? If so, this program is for you! This program is for you!

What are the advantages?

  • Gain access to regional and sector-specific expertise

  • Benefit from specialist advice to carry out technical, commercial, and legal assessments

  • Receive support from an integrated team, in partnership with EY

Operated by risingSUD and EY, the acceleration platform reinforces the agency's expertise in financial and legal engineering. It offers tailor-made assistance to major projects in the region in order to accelerate their launch and development (economic returns, investments, jobs).

Today, this program has a strong impact on both the region and national scale as it acts as a catalyst for public and private investment, thanks in particular to the CoFI investment program (see below).

I am looking for financing

What is it?

Every year, risingSUD organizes two special financing committees on behalf of Region Sud. These comittees are meant to connect companies active in the region’s strategic sectors with both public and private investors (banks, business angels, foundations, investment funds) so they can move ahead with major projects or expansions.

These day long events are called “CoFIs” and they include:

  1. A "project" sequence where leaders from companies with major  projects for the region’s strategic sectors make pitches to both local and national financial backers.
  2. A "business" sequence where representatives of regional companies in the process of raising funds present their business plans to private investors to convince them to invest.

What are the advantages?

Are you a project leader or a company manager raising funds for a major project or expansion? We help you to:

  • identify and leverage public and private financing

  • structure your project’s economic documentation

  • accelerate the closing of financing deals for your project

Are you a financer? The CoFIs are an opportunity to:

  • enjoy access to high-potential projects

  • receive insights into the companies and major projects that will shape the region’s strategic sectors

  • to participate in a collective engineering project uniting financial backers from the public and private sectors
